Overview

A Europe that protects

In spring 2019, the 2nd round of the European HouseParliaments took place in cooperation with Democracy International e.V., in which more than 1,5035 citizens:inside in 260 European HouseParliaments participated throughout Germany.

This time, the overarching theme of "A Europe that protects" was the focus of the "European HouseParliaments". The EU has so far been strongly associated with (economic) freedoms. Free movement of goods, capital, services and people. However, a considerable part of the European population expects the EU to provide more
security and protection from the effects of globalization. On the overall topic of "A Europe that protects", three concrete European policy proposals were discussed: the introduction of an unemployment fund by the EU, the implementation of a CO2 tax for climate protection and the increased deployment of FRONTEX at the EU's external borders. The following votes were taken on these issues on a scale of 1 to 10:

Should the EU introduce an unemployment fund that can be used in

Based on the voting results and the most important arguments, it is clear that the participants of the
The participants of the European House Parliaments primarily see an opportunity in the fact that an unemployment fund would strengthen solidarity and the sense of unity between the citizens of the Union. However, this would require that incentives for national economic and labor market policies be preserved and that the fight against the causes of unemployment be given priority.

Should the EU introduce a CO2 tax to protect the climate?

The introduction of a CO2 tax has met with very clear approval in the European house parliaments. The most important arguments are that climate protection is a global challenge and that tax policy is the most effective instrument for bringing about changes in behavior. However, it is also emphasized that there should be compensation for the socially weaker and for regional differences.

Should the border management agency FRONTEX be expanded in terms of staff and powers to protect the EU's external borders?e EU enlargement be accelerated for countries with candidate status?

The results of the votes and the most important arguments clearly show that the topic has been discussed very controversially in the European House Parliaments. It is very clear that border protection is regarded as a joint task. However, the question of responsibility for FRONTEX is unresolved. In addition, there is a fear of isolation, which, however, does not combat the causes of migration.
